Improving the legal and institutional framework

Identification of the problems that hindering sustainable pasture management

The need to improve the legal and institutional system, as well as the gaps and problems existing in the field of pasture management have been repeatedly raised by public administration and local self-government bodies involved in the introduction and implementation of the sustainable management system of natural fodder areas in the communities of Armenia, as well as by the local and international organizations implementing pasture related projects.

Therefore, in 2018, the Platform initiated a series of discussions with relevant stakeholders to identify gaps in the legal and institutional framework that in practice hinder the implementation, dissemination and further development of sustainable management approaches for natural fodder areas and, in particular, pastures in the communities.

In order to present the discussion results in a coordinated manner, it was decided to launch a study on “Pasture management issues and their causality in the Republic of Armenia”, which would contribute to the development of a concept paper regulating the field of sustainable pasture management. Within the framework of the study, the discussions were continued at the community, regional and national levels. The results of the held discussions were analyzed and the problems existing in the field of sustainable pasture management were identified.

The results of the discussions with various stakeholders are presented in the study report on “Pasture management issues and their causality in the Republic of Armenia” and were presented during the 3rd and 4th Platform meetings, which was held on April 30, 2019. It was decided to form a working group to start working on the development of the Concept paper on sustainable management of RA’s pastures.
