Improving the legal and institutional framework

Elaboration of the Concept paper on Sustainable management of RA’s pastures

In 2019, the Platform launched a series of activities, aiming to the development of the concept paper, regulating sustainable pasture management.

In May-June 2019, a working group involving different stakeholders was formed and started the development of the concept paper in July 2019. The working group included representatives of the RA Ministry of Economy, the RA Ministry of Environment, the RA Ministry of Territorial Administration and Infrastructure, regional and local authorities, representatives of scientific institutions and civil society, local and international organizations.

A consulting firm was involved in the concept development process to provide professional support to the working group.

During the development of the document, both individual and group meetings were organized regularly with the members of the working group, as well as with the representatives of stakeholder ministries. The sections of the concept paper were discussed at the working group meetings, followed by their amendment and circulation among the working group members for additional comments and suggestions.

On November 21, 2019, during the 6th Meeting of the Platform, the preliminary version of the complete Concept was introduced to the stakeholders and discussed. It was later amended taking into account the collected suggestions and comments.

In April 2020, the working version of the Concept developed by the working group was submitted to the relevant ministries in order to give it a legal status. According to the results of the discussions between the Platform members and relevant ministries, it was decided that the RA Ministry of Economy will initiate the circulation of the concept to give a legal status to it.

With the technical support of the Platform, the Concept’s structural modification has been done in order to facilitate the process of official circulation among relevant public administration bodies and its further adoption by the RA Government.

On June 21, 2022 the RA Minister of Economy Vahan Kerobyan paid an official visit to Syunik to get acquainted with the processes and methods of sustainable pasture management, as well as the tools needed for sustainable pasture management and the frequency of existing pasture management plans’ application in the communities.
